Proposed text of Russia’s migration reforms on the Kremlin website (via Google Translate w/ manual edits) follows the neo-nationalist line I have been propounding and reporting on for the past year.

Of relevance to Russians, esp. those in the Near Abroad:

11. The general conditions for ensuring the security of the Russian Federation in the field of migration, the formation of which these proposals are generally aimed at, are:

а) granting the right to permanent residence in the Russian Federation and Russian citizenship, first of all, to persons who speak the Russian language and are close to us in mentality and culture;

б) flexible and convenient migration rules for the temporary stay in the Russian Federation of law-abiding foreign citizens;

в) the widespread introduction of modern digital technologies for the analysis of the migration situation, the organization of the provision of public services and the implementation of state control in the migration sphere.

In recent days, it was accompanied by a law that the Russian government prepared a law that eased citizenship acquisition for citizens of Ukraine, Belarus, Moldova, and Kazakhstan, including a cancelation of the 5 year residency requirement and the requirement to demonstrate knowledge of the Russian language for citizens of Belarus and Ukraine. So who precisely these “persons who speak the Russian language and are close to us in mentality and culture” are is quite unambiguous in context.

в) to increase the flexibility of mechanisms for granting citizenship, including in order not to create (or to correct) situations in which the formally correct application of citizenship legislation is perceived as a manifestation of injustice and bureaucratic formalism by society, to empower the Commission on Citizenship under the President of the Russian Federation with the powers to consider the materials and, if necessary, to send to the President of the Russian Federation draft decisions regarding:

persons who are reprieved from missed deadline for filing applications;

persons who do not have evidence of Russian citizenship and are therefore in difficult life circumstances of a humanitarian nature (prolonged actual residence in the Russian Federation until the passport was seized, family relations in the Russian Federation, loss of connection with a foreign state, etc.)

And of relevance to Tajiks:

8. To attract foreign citizens, a legal entity and an individual entrepreneur must register in the state information system and place information on the need for foreign labor in it, within which, after a certain time, necessary for the selection by the employment service bodies of suitable subjects of the Russian Federation of workers from among Russian citizens, may hire any foreign citizen having a single document.

Individuals can also register in the state information system… to attract foreign citizens (nannies, nurses, repairmen, etc.). Registration makes it possible to access the official service for checking personal data and the migration status of a foreign citizen.

в) the realization of the possibility of transferring part of the migration procedures outside the Russian Federation, including the passage by foreign citizens of checks for the presence of factors that impede entry into the Russian Federation, including the presence of dangerous infectious diseases, biometric registration (provided that the relevant infrastructure is created in the territories of foreign states);

г) the introduction of the institution of “agreement on loyalty”. This is a mechanism in which foreign citizens officially enter into obligations to enter the territory of the Russian Federation, the violation of which may result in the declaration of undesirability of stay (residence) in the Russian Federation and the loss of their right to stay in the Russian Federation (compliance with the law, non-participation in political activities and in activities of organizations prohibited in the Russian Federation, etc.);

So, basically, hiring foreigners would only be allowed after a period during which no Russian citizens forwarded to it by a state agency expresses an interest in the vacancy. This system could probably be gamed, but it’s better than nothing.

In the large picture, this seems to be the continuation of a general right-wing populist trend that we can now retroactively date back to about 2018. Should this continue I see no reason for Putin to not stay past 2024.

    The culture part being especially important. It is almost impossible to assimilate those with fundamentally different cultural values, even if they can speak the language.

    Trump should follow Putin’s lead in this. Every legitimate U.S. citizen would back this:

    … permanent residence in the United States and U.S. citizenship, first of all, to persons who speak the English language and are close to us in mentality and traditional culture;

    Sad that the word traditional is required. Getting back to historic U.S. values means shedding modern cultural abominations, such as political correctness.

    I know the U.S. adopting a rational concept of citizenship seems unduly optimistic. However, Trump’s judicial appointments are beginning to bear fruit. (1)

    “the Supreme Court granted the Trump administration’s application for permission to enforce the Migrant Protection Protocols, colloquially known as the ‘remain in Mexico’ policy, while it appeals to the Supreme Court.”

    John Kruzel reports at The Hill that “[m]ore than 60,000 asylum-seekers have been barred from entry since the program was implemented just over a year ago, according to the Department of Homeland Security.” At The Washington Free Beacon, Kevin Daley reports that “[t]he decision is the latest in a series of administration victories on immigration issues before the Supreme Court.”

    Keeping 60,000 out is a good start. Only handful (if any) have true asylum claims. With more SC and other judicial appointments, 2nd term Trump will help the nation reclaim traditional Constitutional interpretation.

    Even if you do not like Trump on a personal level. Think about the damage Biden (or even worse Hillary) appointments would due to the Constitution and the country.

    I'm partial to Velikiy Knyaz' Vladimir. (Grand Prince). Also, Grand Prince has Novgorod Republican tradition, and that was Putin's neighborhood. And Novgorod was fairly democratic - they had veche (people's assembly), elected executive power, transnational corporations (Hanseatic League merchant guild network), they beat back Western Armies (Teutons), and dealt with the rising East (Mongols).

    Pretty good parallel to today.

    I kind of like the idea of Russians reclaiming the word "Tsar." At a bare minimum, it would discourage the glib use of the word for bureaucrats in the Anglosphere.

    In the Kaiser Reich mod of HOI4 (which is fantastic) If you pick Savinkov as leader, he gets the title Вождь, I guess people would never go for that. A pity.

    Supreme Leader is pretty good too. Interesting how “Supreme Leader” sounds somehow more grandiose than “Highest Governor”. Does Верховный правитель sound as militaristic or even Science-fictiony in Russian as “Supreme Leader” in English?

    Party lists are an awful idea, almost no average people become a party member in these times, and this makes MPs accountable only to party leadership.

    The direct primary system, combined with the direct election of the Senators, works better in the US than its hobby horse "originalist" detractors think it does.

    Party lists are also another feature of excessive centralization.

    The current mixed system with directly elected members of the Duma increases the dominance of the ruling party of power as the last Duma elections showed.
    As leader of another relevant party, Zhirinovsky is of course opposed to that and wants to limit them to 2/5 of the seats.

    At governor level, 2 United Russia governors got appointed because they were winners in the "leader of Russia" competition.
    Autocrat is a nothing term. Putin is a million percent democratic politician and not a dictator - which the term "autocrat" might imply.

    I think the closest native Slavic equivalent would be вождь. It's not quite the best fit etymologically, but probably most appropriate in terms of associations.

    As in English, of course, there is also the direct loan: каудильо.

    In my opinion, though, neither really seems to fit Vladimir Vladimirovich.

  15. Russians need to act like there is a group of people plotting to destroy their sovereignty. People who dream about grinding it into nothing every night – who are willing to use any means within their power, any deception, to slowly subvert it until it is Hyperborean Brazil.

    If they are not doing this, if they are not testing their own defenses and plotting better ones, then they might as well follow the example of the white South Africans and decommission all their nuclear weapons because that would be a wiser course than handing them over to the stream of growing Africans, twenty years down the road.

    It is hardly a secret that the there a lot of people in the elite corridors of power that want this, they say these things openly. What I don't understand is the Russia reaction to this, it seems like they are incredibly naive at times, talking about improving relations with the USA when the US regime becoming increasingly belligerent.

    If Russia ever become a place where people go to become faculty at a university or a leading scientist at a big research company, over let’s say, the USA… then this requirement would be bad as it would allow some less qualified Russian to deny me my job. I would like an even playing field in high skilled jobs. Still, we’re pretty far out from the time when poaching potential researchers from overseas is going to be an issue to consider and these rough edges would have to be worked out. I’d probably get permanent residence through my wife (and I share enough of the mentality and culture through her), but no way we’re going there unless we have good jobs and our current country of residence kicks us out in the middle of this Corona-crisis.

    I would also appreciate provisions for second citizenship since I don’t want to give up my country’s. I haven’t lived there in forever of course, but all my family is there and I visit regularly. Since Putler reads this blog, please highlight these for him. Thx.

    In the nationality sense of the word I assume you mean - it's people who are racially and culturally Russians (i.e. the racially Russian people that grow up in Russia).

    But unlike in the USSR, there is no legal basis of this term anymore. In Soviet times, nationality was a legal category, based on the nationality of parents, and written on a lot of your documents. (Although people of mixed nationality almost always choose "Russian" for their children, so the meaning became diluted). Whereas today in the Russian Federation nationality is only recorded in the census, and people are allowed to identify as any nationality they want for the census (so in the census nationality became a category that tracks self-identifications).

    I meant it as perhaps a loose rendering of "Away we go" in a sort of sarcastic manner. Many readers here (perhaps even yourself) are emotionally supportive of an autocratic sort of ruler - I'm not. I believe that too much power held in the hands of any ruler for a long period of time only breeds corruption. Not enough corrupt oligarchs, politicians and business leaders in Russia are made to pay for their crimes, unlike the US, where many white collar crook are behind bars (where they belong). I believe that too much power held in the hands of any ruler for a long period of time only breeds corruption. Not enough corrupt oligarchs, politicians and business leaders in Russia are made to pay for their crimes, unlike the US, where many white collar crook are behind bars (where they belong). Russia’s corruption is so entrenched, that it’s hard to see its society moving forward in any meaningful way.

    In the nationality sense of the word I assume you mean – it’s people who are racially and culturally Russians (i.e. the racially Russian people that grow up in Russia).

    But unlike in the USSR, there is no legal basis of this term anymore. In Soviet times, nationality was a legal category, based on the nationality of parents, and written on a lot of your documents. (Although people of mixed nationality almost always choose “Russian” for their children, so the meaning became diluted). Whereas today in the Russian Federation nationality is only recorded in the census, and people are allowed to identify as any nationality they want for the census (so in the census nationality became a category that tracks self-identifications).

    Orlyk family moved from Bohemia to Belarus in the 15th century.

    It's funny that you claim actual Scandinavians are Russians like modern Russians but imagine that this guy wasn't a Ukrainian or Cossack. But, as we know, you believe that names are magic. You must be very proud of the greatest Romanian ruler ever, Augustus Caesar.

    * For other readers: In the 17th and early 18th centuries the Polish civilizational zone believed in Sarmatism, the idea that Sarmatians were a Turkic people (they are not, we know they are Indo-European, but people didn't know that back then) and that the nobles in Poland were descendants of those Turkic Sarmatians while peasants were Slavs. Khazars were also a Turkic people. By claiming descent from Khazars, the Cossacks were claiming equality with the Polish nobles. It is well understood that the original settlement of Slavs (the Antae) in Central Ukraine was accompanied by a confederation with the already existent Sarmation tribes in the same area.

    In 2010, Orlyk’s famous historical Ukrainian’ constitution was commemorated in Bendery, Moldovia with a monument. I would suggest that our resident duplicitous “Romanian” get out of his cloistered cellar and visit the place and get some fresh air to clear out his thought process, of course after his exhaustive studies have come to an end.
