I think of these unfortunately routine incidents as Jeff Davis’ revenge, the defeated southerners herding blacks north to give their saviors a good taste of what they are like unsupervised. In his 1862 State of the Union address, the US President offered the rebels a 35 year federally guaranteed continuation of slavery, with a federal bond issue so slaveholders would be paid the full monetary value of the gradually manumitted slaves, who would then be resettled out of the country. But no dice, no giving up the suicidal folly of breaking up the world’s only experiment in democratic self-government, no return to the Union as equal partners willing to again share power in Washington instead of sabotaging the system for their benefit only, as the lobby had done so aggressively in the previous two decades.
