An official UK report “Commission on Race and Ethnic Disparities” has got into trouble by coming to the wrong conclusions. It has stated that the UK is not a racist state, and although there are instances of racism, in most ways the UK is a model of non-racism. The report says that the main source of different outcomes is family structures and class differences. Incidentally, this is what James Coleman (1966) found in his famous US report, namely that neither school nor funding was crucial, but family background and socio-economic status determined how well a child would learn. He also found that African-American children were several grade levels behind whites.
Some activist groups are very angry about the report. They consider it a white-wash, and have made bitter accusations against the chairman who led the inquiry. In the political jargon, they judge it to be “off message”.
Many of the criticisms are based on the quaint notion that every desirable occupation should be representative of the racial composition of the nation. Not so. Racial groups may differ in their interests, their cultural attitudes to particular occupations, and above all to the level and type of skills required. For example, not everyone wishes to, nor is able to fix malfunctioning computers. If everyone with this ability and this desire comes from the Indian sub-continent, why should anyone worry? If few men wish to be psychotherapists, so what? If a business desperate to get work fields a sales team which has the same demographics as the company bosses who may buy their wares, and preferably who go to the same golf-clubs, why prevent them from seeking business that way? And anyway, if a new entrant to this same market-place is composed entirely of affable Nigerians who never play golf, why should they be prevented from under-cutting the inflated prices demanded by golfers?
What is the Report like? By this I mean, what is it like to read, something the critics seem to have neglected to do. Not bad at all, and better than some of the many inquiries that went before it. There is a lot of material here, and at times it could have done with more tables and graphs so that patterns could be seen at a glance, rather than being discerned with difficulty from string of percentages in long paragraphs. It has taken a data rich approach, using government statistics and good research on educational achievement. Furthermore, it is in favour of the collection of further and more detailed racial data. The report is argued in a calm manner, with due balance given to different interpretations, though it leans towards particular cultural ones.
Sadly, there is no Reference list. There are numbered references at the bottom of the pages, which is fine enough, but it denies any reader the option to have a quick scan of the reference list, and decide whether the report is worth reading.
Second, the composition of the commission follows what is now a standard pattern on racial pronouncements: the Commissioners on Race and Ethnic Disparities are themselves almost entirely persons of Race and Ethnicity. This is such a commonplace that no one seeks to question it. The underlying argument seems to be “You can’t talk about it unless you’ve been through it yourself”. At one selection committee for aspiring clinical psychologists we decided to set that statement as a question for candidates to debate in their group discussions. The Consultant for Mental Handicap moaned: “Well, that cuts out my speciality”.
Of the 10 Commissioners, 9 appear to fulfil the essential qualification of being race-and-ethnic-in-person, with one apparent European. No fewer than 6 of the minority persons have received a Royal Honour, so they are minorities in terms of race, and extreme minorities in terms of their elevated public status. It is a funny way to lead a discussion on disparities! None of this should matter, but if 8 of the 10 commissioners were European (as per demographics) in the current atmosphere it would have been denounced as a White whitewash. It is an absurdity that factual matters on group differences should be tacitly assigned to judges on a genetic basis. On a brighter note, they are using the government Race and Disparity Unit dataset, which is now building up useful lists of findings, so the numbers should be more important than the ethnicity of the commissioners, which I think turns out to be the case.

In his Introduction, the Chairman says:
Put simply, we no longer see a Britain where the system is deliberately rigged against ethnic minorities. The impediments and disparities do exist, they are varied, and ironically very few of them are directly to do with racism. Too often ‘racism’ is the catch-all explanation, and can be simply implicitly accepted rather than explicitly examined. The evidence shows that geography, family influence, socio-economic background, culture and religion have more significant impact on life chances than the existence of racism. That said, we take the reality of racism seriously and we do not deny that it is a real force in the UK.
Minorities are hardly a minor matter. According to the commission, 16 per cent of the UHK population belong to ethnic minorities.69

However, the actual link says:
“Whilst the majority of the population gave their ethnic group as “White” in the 2011 Census, results from the past 20 years show a decrease, falling from 94.1% in 1991 down to 86% in 2011.”
That would mean 14% are minorities, so the 16% must be a figure which has been updated from somewhere, or defined in some different way. At other points in the report they give the percentage for whites as 80.5%. Either way, minorities are sizeable proportions of the UK population, with some predictions that on current trends whites will be a minority by 2066.
The Report makes 24 recommendations. Moses got by with 10.
The recommendations are the usual ones, and it is hard to pick out anything which has not been tried before. Here’s one that made me smile: “Prevent harm, reduce crime and divert young people away from the criminal justice system” (The answer seems to be to downgrade Class B drug possession).
Actually, to argue against myself, I found one which would not have been requested in 1963: “Improve the transparency and use of artificial intelligence”. This is the new dilemma: if machine learning picks up racial differences, is that itself proof of bias at the input stage, or additional confirmation of actual differences?
There is also a suggestion that BAME (Black and Minority Ethnic) has had its day, and should go the way of Coloured, Afro, African British, and Black British. Their point is that some immigrants do better than the white average, and that other immigrants do worse. Black immigrants tend to be in the latter category.
They ask for an extended school day for “disadvantaged” children.
They ask for funding for all of this, and that the funding be “ring-fenced”.
The data quoted are very interesting, in that they show that newly arrived Africans from Africa do somewhat better scholastically than Africans from the West Indies, who were part of the original migration to England. This finding goes against most popular cultural explanations. Africans from the West Indies have had the longest period to adapt to, and benefit from, the richer life created by Europeans. They have had two generations of health care, housing, welfare benefits and employment opportunities, to say nothing of a long immersion in British humour. By any cultural standards, they should be streets ahead of kids brought up in Africa itself, where low intelligence test results are usually attributed to deep poverty in that continent. Racism is unlikely to be an explanation for poor West Indian performance, since if teachers are prejudiced against black kids even with English accents, surely they would be even more hostile to full-blown Africans from Africa?
The answer may be that Caribbean immigrants in 1950s were less skilled than the more recent migrants from Africa, but that is not yet clear. On the other hand, if no selection bias has occurred in the case of recent African immigrants (now more numerous than West Indians) then it would weaken genetic hypotheses about ability as well.
On the contentious issue of race and crime, the commissioners report on page 145 “Ethnic minority people, and specifically Black people, are disproportionately victims of violent crime and homicide; for every White victim of homicide aged 16 to 24 in 2018/19, there were 24 Black victims”. To the casual reader, this seems prima facie evidence of white racism.
Later, on page 146 they say:
“In the year ending March 2018, homicide rates were more than 4 times higher for Black victims than for White victims and 8 times higher for Black suspects than for White suspects.”
That is a bit difficult to parse. I think it means that blacks are 8 times more likely to be perpetrators than whites, but that interpretation does not jump out at the reader. They attribute this difference to deprivation and blacks being a younger age group on average. They say (page 149) that these figures “contribute to negative stereotypes of young black men”. Well, that is one way of putting it. The other way would be: “this accounts for people being understandably afraid of young black men because they are 8 times more dangerous”.
They mention the “8 times” figure on page 156 as part of the Parliamentary evidence given by the Police Commissioner Cressida Dick. However, they then go on to talk about disparities in arrest rates, stop and search, sentences and imprisonment, without linking back to that 8 times figure, which could lead them to say that the justice figures are not discrepancies as such, but are proportional to actual racial differences in criminal behaviour.

Further on in the text the report seems to agree that Stop and Search is a good policy, but that it needs better explanations. I propose this one: “I am stopping you because I think you have a knife, and the more people I search who might be carrying knives, the safer you will be”.
The section on race differences in health is circumspect, and often calls for further research, well aware that racism is very probably not the cause of the observed differences in health outcomes. For example:
The Wessely Review found Black people were 8 times more likely to be subjected to community treatment orders than White people, and 4 times more likely to be detained. Figures from the Race Disparity Unit show there were 306.8 detentions per 100,000 for Black people compared with 72.9 per 100,000 White people (not adjusted for age and deprivation).
Such disparity is often taken as evidence of racism. However, it must be benchmarked against disparity in the prevalence of mental illness. A meta-analysis conducted by Halvorsrud et al (2019) of 28 studies concluded there were significantly higher risks of diagnosed schizophrenia among ethnic minority groups, and that they were most pronounced among Black groups. For instance, the relative risk for the Black African group was 5.72 (compared with White British), for Black Caribbean 5.2. Elevated risks were also found for South Asian (2.27), White Other (2.24) and Mixed (2.24) ethnic groups.
There were several things that should have been in the report.
More international comparisons. There is mention of US racial disparities in scholastic attainment being much larger than the UK ones, but no European comparisons, which would have been instructive.
In fact the report includes the EU survey on minorities and discrimination in 2018/2019 asking “In the past 12 months have you ever felt discriminated against because of skin colour/ethnic origin/religion (in 10 areas of life). The highest country score for discrimination against minorities was 50%, the group average 24% and the UK score 15%, so the UK was the least discriminatory country.

Marriages. The standard trope against black immigrants was “Would you let your daughter marry one?” In fact, rates of inter-racial marriage are quite high, which gives the lie to this most intimate measure of potential racism. It would be good if they had made this point. The success of these marriages is another matter. Generally, inter-racial marriages more often lead to divorce than same race marriages, if one partner, generally the father, is black. The one exception is where the person in the marriage is Chinese, in which case those marriages last longer than white/white marriages.
Steve Sailer’s explanation is that women marrying outside their race are looking for more masculine men (thus getting black men), and men marrying outside their race are looking for more feminine women (thus getting Asian brides). Whatever the truth of that, a simple approach to unbroken marriages is that they are yet another intelligence test: can people predict how they will get on with each other in the long term?
Intelligence. There is no reference to cognitive ability or human intelligence. This is a massive gap in the explanatory firmament. On this matter the Commissioners do not welcome diversity of hypotheses. Results are available for almost all UK students on the Cognitive Assessment Test, so it should have been included for comparative purposes. On those measures the Chinese are way ahead on maths and non-verbal reasoning, simply out of reach of other races. The Chinese are one standard deviation above the Africans on quantitative reasoning (maths), and almost 1.4 sd above them on non-verbal reasoning. There are no intelligence differences between Africans from Caribbean and African on these measures. As found by Jensen, the African standard deviation is a more restricted 12.9 points, compared to 14.2 for White British and 14.5 for the Chinese. Hard to see how this could be a cultural effect, and even harder to see how this could be due to racism. It might be a genetic difference. To be clear, I don’t think intelligence is the whole explanation for black scholastic achievement and life outcomes, but it is certainly an important part of it.

They give scholastic attainments at age 16 which are correlated at 0.8 with intelligence at age 11, but the implication of the former is that more and better teaching is required, though given the UK’s high level of investment in schooling (by international standards), that is unlikely to add more than 10% to any child’s attainments. (See Detterman). Poverty is implied to be a reason for African under-achievement, and much is made of the FSM category (free school meals) in these analyses, but poverty is also a proxy for parental intelligence. As you would expect from me, I think that the “school-far” measure of cognitive ability provided by an intelligence test is less prone to social factors than the “school-near” scholastic tests, which may be influenced by curriculums, variable teaching standards, private tuition and ease of doing homework.

In fact, it turns out that page 61 shows that they know that although school interventions may be easier to deliver than those targeted at home, the relative contribution of schools is smaller than that of parental, family and student factors.
Re-immigration. The report does not discuss the rate at which immigrants either return home or move to better pastures in other countries. If a nation is bigoted, one would assume a fair amount of re-immigration, as discouraged citizens leave to improve their prospects elsewhere. As far as I know, re-immigration of working age immigrants is slight, so this might be counted in the UK’s favour.
Implicitly, we don’t expect anything like this in a government report about race, but there are no recommendations about future immigration. Why not? What we are discussing is one of the consequences of immigration. In the opinion of the Commissioners, should it be slowed down until current problems are solved? It is certainly an option which might give a breathing space for all the proposed measures to have some effect, and provides time to check whether they have any effect, and if not to try something else.
On that point, British policies on immigration have been muddled, absent-minded, naïve and often distracted by race. Parliament granted the right to settle in Britain to millions of Commonwealth citizens, believing that few people would want to do so, and that once they had experienced the weather, they would go back home. At times the wish to be seen as non-racist led to a reluctance to test whether immigration itself was a good policy. Until relatively recently, UK governments did not systematically collect data on immigrants.
The best evaluation of immigration, like any other policy, is whether it benefits local residents. A good way of achieving this might be to grant entry only to those who are better than the local average. That means that immigrants should have higher abilities, skills and qualifications and be of better character than the locals. Given that more funds are being requested even for second and third generations in this report, many citizens might suggest that immigrants should be better selected in future.
Quite why so much venom has been directed at the Chairman of this report is hard to fathom. Perhaps some critics are venomous, and assume that those who do not share their views are insufficiently ethnic, or that ethnicity is synonymous with a particular interpretation of reality. The Chairman’s crime appears to be that he did not agree that all-pervasive, insidious, institutional and systemic racism was the cause of all racial differences. The Report thinks that it is many other things, among them absent fathers. 63% of Black Caribbean kids lack one. Most other races have fathers at home for more of the time, the Chinese particularly so.
The rage against the report is for its failure to toe the line, and to follow an approved script. For this the Commissioners are to be congratulated. It will be a nuisance for them to be cancelled and excoriated for not being truly black, but these denunciations are part and parcel of having any independent opinions. They have followed the data, and published regardless. They have aimed at achievable objectives, and have been cautious in what they propose. They admit to having had “challenging conversations” about the complex realities of race, internal discussions which may eventually end up as the basis for a documentary expose, or with better luck, an opera. For once, the calm faction seems to have won the day. That said, their recommendations are largely the same ones that have been proposed in various forms for decades, and have mostly failed to deliver since the 1960s.
Summary
This report is data-based, and the commissioners are well aware that there are many things which cannot be explained by the putative pervasive and profoundly disabling effects of white racism. The commissioners are clear that they think that racism exists, but not that it accounts for all racial differences. Chinese and Indians do better than the white locals, and are net contributors, Africans less so. The Commissioners are not enamored of unconscious bias training, and hope that society can be made fairer by procedures such as name-blind job applications. They are less keen about token appointments to company boards. “Greater emphasis should be placed on diversity of thought and perspective around a board table which is not associated with anyone’s race or ethnicity.” I agree, but ever the contrarian, I think some boards need far less diversity of perspective, and instead need a stronger team with the shared perspective of getting basic jobs done.
In terms of style, the report headlines some apparent discrepancies, and then often qualifies and softens them in the body of the text. There is sober stuff in many of those paragraphs, and a welcome reliance on surveys and published papers.
The report has a wish list, as these reports always do. To be clear, I am in favour of education, encouragement, homework, guidance, and mentoring. Many of the recommendations are unexceptional, and some may do good, while others will wither on the vine, as so many have done before. Intelligence researchers are aware that many interventions have been proposed to lift intelligence, scholastic attainment, healthy living and pro-social behaviour, and after initial promise have failed to deliver.
But here we are, 73 years after the Empire Windrush heralded West Indian immigration, still getting requests that more money has to be spent, more lessons need to be given after school, more must be done for disruptive children expelled from school, more effort has to be expended to prevent crime, and additional steps have to be taken to make the British school curriculum more inclusive. One more push, the Commissioners say.
Perhaps so, but I wonder what the next commission on disparities will say. We will know before too long.

Given that humans operate on mostly the instinctual level, a UK in 2021 with demographics similar to 1990s America would return a report with similar conclusions.
This severely challenges those handicapped (socio-politically) by quaint notions of rationality & fact-finding; but we only have to pay the disabled dividend not give them power.
In simpler language non-whites will return findings in line with their power. Has 50 years of docile bleating changed the racial cultural situation anywhere in the west?

Even twenty years ago, London was a cesspool, with knife fights between blacks taking place in buses and white women dressed as whores vomiting on the sidewalk after drinking too much every Friday night.
Whole neighbourhoods in South East London were basically 100% non-white.
Not that the working class whites were much better – loutish, cursing hooligans only worried about football games and ready to kill and destroy for their team (but not for much else).

Reading this meek and reasonable analysis of a surprisingly mild report written by invaders about effects of the invasion and attitudes of natives made me suddenly ponder something. How come Norman invasion succeeded so completely? When you look at other places in the Old World where foreigners invaded and took over, the outcome was usually different. Either the natives regrouped and kicked the invaders out – sometimes quickly sometimes after a generation or two. Or the invaders quickly culturally assimilated and “disappeared” perhaps leaving a few curiosities as a reminder. (Franks in Gaul, Mongols in China, Hyksos in Egypt, Crusaders in the Middle East, etc. etc.).
And yet, Anglo Saxons seem to be different. 200 years later the elite still was still foreign (heck I’ve read that a lot of it still is) and spoke their own language. There were no endemic violent attempts to expel, no constant simmering hostility and as far as cultural assimilation goes it isn’t clear who assimilated whom. You usually see something like this only in the New World where epidemics and huge technological gap allowed mass extermination of natives. Which certainly wasn’t the case in England.
Were the Normans somehow the shrewdest and most politically savvy conquerors ever? Unlikely.

There are a lot of successful mixed-race black/white people in the UK, especially in sports. One thing I have noticed is the tremendously high percentage brought up by the mother alone. It is way, way over half.

Thanks for these links. I had assumed selective migration from previous UK sources, not as good as the ones you have linked to. The effect is even bigger than I had imagined, and consistent with The Economist which had said that half Africa’s intellectuals had left Africa. (I cannot remember the date I read this). Of course, I would prefer the data continued after 2010, but this looks like case prooved.

The Normans became absorbed into both French and Anglo Saxon culture. The Norman conquest is remembered in England in anti pathy to French civilisation and food. With simultaneous subservience to higher culture by sending working class children to grammar schools etc. Apart from sports and entertainment, historically elites with Anglo Saxon surnames are few and far between. Shakespeare is a rare example. But after all he was not born in the elite and his decendants did not keep his legacy. His ancestors shook their spears at the Norman conquerors and then gave their illustrious descendant the name of the Norman conqueror.
Just as the Brits used Australia as the dumping ground to purge deleterious and uncouth alleles in their gene pool, the Chinese are using UK and US as our rubbish bin for the servile treasonous genotypes that have cause China to fall to barbarians like yourself in our 3000 years history. It is self-selection really and an evolutionary strategy of these parasites. We should thank you. Even more remarkable was the supporting report by Oxford prof. of education Steve Strand, who managed to come to conclusions about the differing performance of racial groups without mentioning intelligence even once. I wonder how much this whole charade cost?
Today in a feature in the Deutschlandfunk (=German BBC) about Co-19 in Britain: People of color are four times more likely to die of covid than other Brits.
Oh and the reasons for that, given in this feature: Social injustice now and in the past. Now, it’s poverty that troubles those people and prevents them from – getting the CO-19-vaccine, for example.
And then it was colonialism and – Joseph Mengele – – that undermined their trust in the health care system. – That sounded quite perfect in my ears. The young ladies who made this report know what is sung in Germany and they also know already how to sing this kind of song perfectly well.

My current understanding is that the tetraethyl lead hypothesis is correct. This conclusion is motivated by some of the latest statistical evidence (e.g., the figure below). What is of particular note in this figure is that each year in the last decade has set a new all time low in the youth arrest rate. These new lows are almost off the scale of the figure. The arrest rate is approaching zero?
Typical explanations will not do; this is not a typical situation. The one qualitatively different feature that has emerged over the last generation is blood lead levels that are also approaching zero.
What is even more startling is that the crime rates for the even younger offenders are apparently even lower. url below speaks of a 99% reduction in California pre-teen crime rates. The big concern among today’s teenagers is the high crime rates of their parents who were exposed to high lead levels.
Japan has some of the lowest lead levels in the world and began phasing out lead earlier than other nations. It now has dramatically low crime rates. Describing it as a post-crime society is almost plausible. The nature of the “crime” that actually exists merely reinforces this observation.

One problem with the argument is that it assumes the answer. It assumes that lead must be the explanation and then finds data to support that. But surely there are other variables that have risen and fallen since 1940?
A second problem is that crime arrest rates are not necessarily a measure solely of crimes committed. They also depend on police efficiency and policies, and on changing local definitions of what constitute crimes.
Still, the hypothesis was potentially falsifiable by the data you show but proves to be consistent with those data. So there’s a test passed. The hypothesis is, in my view, promoted from “baloney” to “worth entertaining”. Thank you.

Heart attack deaths in middle-aged men: they went up until the late 60s/early 70s and have since collapsed. In the US (and UK) heart attack deaths are now principally just one of the ways that the old and frail are culled. There’s no longer a massacre of the middle aged.
Why? Nobody knows (though that doesn’t stop medics claiming the credit, of course). Some people have pointed out that the death curve (for an age-corrected population) looks for all the world like that of an infectious disease. So suppose some unidentified infective agent was the cause of the surge in heart attack deaths that peaked and then dwindled away: could the same be true of the crime figures? The hypothesis might seem a bit lame while the putative agent remains unidentified but at least the analogy with heart attack rates may be suggestive.

I’ve been inclined to agree with dearieme that lead has been overblown (though I do think it mattered) as a causal factor (in particular, I don’t like the attempt to make it the sole cause of the crime trends), but there looks to be some substantial evidence and I am having trouble coming up with alternative hypotheses which explain the rise, fall, timing, and age group behavior. Anyone?

I have been curled up in a ball in the fetal position (fortunately with some tasty chocolate to comfort me) for about a year trying to work through the what causes what problem in social science. You look out into to the world and you try to think in terms of causality and then before you know it, it is time for some chocolate. It’s too much! You have this lingering concern that chaotic theory might actually be needed to even make a first guess of things.
Well, to make this as concise as possible, my current working hypothesis is that lead causes everything. I have traded in my IQist hat for a Pbist hat. They are in a related genre, though not exactly the same.
Lead is a monocausal explanation of life.
I’ll run through the analysis that I have done with the figure that I posted above to get this started.
I don’t think that I can upload figures from my computer to Unz, so I’ll give a summary.

OK, why am I so excited about lead? Why is it now my theory of everything? First carefully look at the figure that I posted above. What I find truly remarkable when carefully looking at the figure is how closely the two curves mirror each other. It is startling. In the ~1947 birth year (1964 Crime Year) the blood lead levels (black dot) from the preschoolers slightly ticked up by ~1 mcg/dl. Look what happens 17 years later as these children reach their peak criminal potential! It ticks up! When you compare the two curves you notice that they are almost perfectly mirroring each other.
When you carefully consider this finding you begin to realize how truly powerful lead could be as an explanation for everything. It is not so much that you need to find something that went up ~1962 and then something that went down ~1992. The figure shows that you need to find something that carefully fits all the contours to the Property Crime Arrest Rate as well as the BLL. This is almost impossible! It is like a fingerprint that exactly matches.
Some of the major matching parts of this fingerprint are: increase starting in ~1947 birth year until the 1957 birth year. Notice how in 1955 –> 1956 there is a dip in the BLL and a corresponding dip in Crime about a year later. The two series do not appear to be perfectly aligned. I moved the birth series ahead one year for a better fit. Notice in 1957 there is a spike in Crime and also a spike in the BLL in 1956. BLL then declines as does the Crime Rate. another matching dip happens ~1977 birth year for crime and a year earlier for BLL. It is startling how well the two curves mirror each other.
The one problem area that I have noticed is from ~1980-1990. For most of the graph there is a separation of about 1000 Crime rate (right scale). Lead goes up –> Crime goes up. Yet, as can be seen ~1980, lead goes up and the Crime Arrest Rate stays flat ~2500. ~1985 the black and the red curves almost converged. What this is telling me is that America simply reached crime overload. It’s like with COVID, once all of the ICUs are taken, then there is a system collapse of the medical system. What apparently happened in the 1980s was there was a social collapse. There was such an overwhelming amount of crime that the criminal justice system needed to go into triage mode.
As can be clearly seen, when BLL spiked up in ~1957, there was a major response as new resources were deployed. Yet, a nearly identical spike in ~1977 had almost no influence on Arrest rates. The system was overwhelmed. It was only ~1997, that the backlog finally clearly and the long-term decline that is ongoing began.
There was a strong result when I linearly regressed Crime vs. BLL for all of the years (R2=0.86; y= 104.1 x+ 735.4). I was quite impressed how closely placed widely separated time points were on this regression. For example, the 1979 and 1951 (birth years) were very close together. The BLL seemed to be drawing points together simply because they shared similar lead levels, though were distant in time.
One noticeable feature of the linear regression was that the recent points seem to have entered a super-linear decline. BLL ~2 have not been experienced in probably centuries so we just did not know what would happen in the the super-low lead range. What we are witnessing now is very exciting. The scatter plot appears to show a regression that is now trending almost straight down.
The rate of change of Crime vs rate of change of BLL (Slope) is ~1000- ~3000. Very small changes in BLL now appear to be having very large effects on crime rates (at last slope wise). This might relate to the idea of the paradox of toxicity. This finds that the most cognitive loss (IQ loss) happens at the lowest levels. Moving BLL down fro 2 –> 1 mcg could then have substantial benefits. The logarithimic R2 was even stronger ~0.92.
I then linearly regressed for the years (birth) 1944- 1963. I chose these years because it was before the saturation of the criminal justice system that happened ~1965+ (Crime Year 1980+). (R2 =0.84; y= 76.4x +1213.5). The backlog cleared around 1976 (~1000 rate separation), so I linearly regressed again for 1976-1987 (R2=0.97; 88.15 x+846.45). This was an especially impressive result. My idea is that once the system is built out, it can provide the services that are needed without being constrained by resources. It appears that the pleading for more money for criminal justice can continue for years and years. I stopped at 1987 (birth year) /2002( crime year) because BLL then reaches a near constant range. From Crime Year 2002+ we have reached this near vertical portion of the Crime rate decline which I wanted to avoid as it would distort the regression. The slope has been ~ 50-100 for almost all of the regression; past 1987 the slope moves up to and beyond 1000. When I drew the 1944-1963 and 1976-1987 regression lines on the same axes, I noticed how the 1944-1963 line was shifted upward by ~400 Crime rate units. though with a smaller slope ~76 vs 88. There was quite a struggle in the late 1950s to keep up with all the crime, and this accounts for most of the reduced R2 for this line.
The spread sheet has a helpful regression program that provides ANOVA and residuals.
The residual plot was quite interesting as it showed structure that is not completely obvious by simply looking at the data. The residuals show that a 10 year recurring cycle in the criminal justice system. In the mid 1940s, the residuals were quite positive (too many teenagers arrested). After 10 years, the residuals were equally negative (too few teenagers arrested). New capacity was then brought online and the residuals went back up to being positive. This can also be seen by observing how the two lines converged around 1957 etc.. During the 1980s (Crime Years) negative residuals remained almost throughout the decade. The fiscal bank was empty and society entered into crisis. The ANOVA p-values are super low p<e-13. I also looked at the 1 year slopes. Many of these slopes indicated that even on this micro-scale that small increments to BLL lead to increases in Crime rates. I am not sure whether this is used to establish causality, though it is impressive to see this pattern. After establishing these regression parameters it would be very interesting to see if they constitute a universal relationship in other datasets.
The evidence behind the lead hypothesis seems overwhelming. Quasi-experimental research has found that reducing BLL leads to dramatically lower crime rates. Lead is known to damage the "organ of civilization" (the prefrontal cortex) which can cause a wide range of social problems including violence, teenage fertility etc. Increasing IQ on a population scale would not be an easy goal to accomplish. However, removing lead is well within our attention span. Considering the marginal benefits, even now the marginal costs might be a good investment.
I suppose a good test of the hypothesis is to see whether it holds in other countries. Or in lead-mining districts and districts where the lead has all been extracted and the industry has closed.
Cruel people might suggest that few countries have such valid measure of crime rates that they’ve stuck to for decades? Maybe so. There must be bundles of data available.

dearieme, from what I understand the argument has moved beyond questioning the basic science. The CDC current measure of concern for lead levels is the top 2.5% of the population. This would seem to be a tacit admission that there is no safe lead level.
The figure that I posted above supports this idea; possibly even super-low lead levels are still too high. Reasonably people might have thought that 5 micrograms per deciliter was “safe” because that was the level in the ~1940s and everyone was “OK”. Surely there must be other explanations for property crime than lead. There must be a million things that could cause crime. Yet, notice what has happened in the last 10 years in the figure. Lead levels have slightly declined and property crime has almost vanished. It now seems plausible that these crimes could reach 0.0. It’s almost hard to imagine. Experimental evidence supports the lead hypothesis. Half a million American children are known to still have BLLs in the risk zone.
For the lead mining districts in Mid Wales, it is absolutely not true. It is an area where Judges collect White Gloves (a gift when there are no cases to try) and has been for many decades, even when the lead mines were open. The last big one closed in the 1930’s.
The Mendips were also a lead mining district. Bristol has been a lead refining centre for centuries. For 3 years, when I lived near Bristol, I worried about the plume from the chimney of the Rio Tinto Zinc refinery blowing in our direction. Despite the riots, Bristol is on the whole law abiding. Other things also correlate better with such crime as exists. The Mendips are as crime free as Mid Wales.
There are alternatives. You might try tobbacco for instance. Consumption surged after WW2 but has declined since or say the use of plastics and specific plasticizers. Some of those were biologically active early on.

I am still rethinking my psychometric perspective. The true driving force behind crime and many other social problems might be more related to lead than IQ. Lead neuropathology specifically relates to executive control issues which can be independent of purely cognitive ability deficits.
The Australian study that I posted above shows the same mirroring pattern that was present in my earlier American study. It is quite striking that for each of the Australian communities specific instances of such mimicry is observable. Such a pattern would seem to prove causation. The time series are not merely correlated; they are more like matching fingerprints.
Another common feature of the two studies is an apparent upper end of available resources. With Rozelle, this upper end appears to be ~1200. After the maximum is reached it is all triage from there. This is clearly seen as the lead levels decline by about a half to ~1990, yet the arrest rate is nearly constant. This pattern must remove a great deal of the correlation.
What will the update show for this study? There was a very large decrease in the US Property Crime Arrest Rate even after falling below 5 mcg/dl. It would be expected that the same will be true for the Australian study. It’s unfortunate that there isn’t some way for these papers to be linked to a government database that could then pull down the new results as they are reported. Journal articles are typically posted as static documents which is sort of boring. It would be a step in the right direction to get with API.
One of the big surprises for me continues to be what happened once BLL reached very low levels ~2-~4 mcg/dL. When you look at the regression lines in the above post, the impression is that when you reach 0 mcg/dL that there will still be ~1,000 on Property Crime Arrest Rate of 10-17 year olds. The numbers seemed to be suggesting that lead is only a small part of the crime puzzle. You can move down from ~3,500 (top end) to ~1,000 (bottom end), yet that is all that you can expect. What the US figures are showing is that this is not true. The actual “social class” effect might be much smaller than many would have imagined. The Arrest Rate has now reached 350 and perhaps could fall yet more. However, it seems that they might now be shutting down the effort to aggressively reduce BLL. Marginal cost > Marginal Benefit? The ~1,000-2,000 Crime/BLL certainly does raise questions about such logic. For most of the time series, this slope was ~80 (i.e., blood lead level increases 1 mcg/dL –> arrest 80 per 100,000 10-17 year olds. What has happened for the last 15 years is: BLL decreases 1 mc/dL –> arrest 1,000-2000 per 100,000 fewer 10-17 year olds. Linearity has been overturned. It is more ratio based now: decrease BLL by 10% –> decrease arrest rate by 20%. I am greatly looking forward to see how this research unfolds. There are a range of topics of interest including: investigating genetic variants, perhaps finding a way to counter the ability of alcohol to increase lead levels, potential to genetically select people that would fit their environment (e.g., those who were genetically vulnerable to lead could be excluded from high lead environments), etc. Call me an eleadist.

There are other surnames like Greenwood in England and Grunfeld (green field) in German, so I think the concept was pretty common.

The lead hypothesis has convinced me. Look at the US figure posted above. The 1947 lead year of 5 mcg/dL corresponds to a 1500 Property Crime rate. Now look at 1985 Lead Year, 5 mcg/dL ~1450 Property Crime Rate. This is an amazingly consistent result over the course of 40 years. This rate is an espceially clean result as during neither times was there an obvious capacity constraint. During the 1980s it appears that they simply gave up trying to arresting youth that probably should have been in person. From the graph, roughly 1% of the youth were given a pass on prison. This would likely have a devastating effect on society. It is hardly surprising that income inequality in the US took off at that time. When society collapses: those who can– leave; those who can’t– stay, even while trying to board a plane out. The hopeful sign that we can see in the figure is that a long-term, stable low crime society appears to be a possibility for America. With potentially a zero crime society, people could leave their bunkers and perhaps see that broader community life was plausible.
My respect for forensic psychometrics has increased by orders of magnitude. The arrest rate mirrors almost perfectly what would be expected from the lead levels. It is quite startling. Lead might be a monocausal explanation of social dysfunction. The topend crime rate probably reached ~3500 (if they had had enough resources to arrest those who should have been arrested). from ~3500 the 2019 result has fallen to about 350. A 90% decline. the 2019 reading was based on the BLL from the 2002 birth year of ~1.85. A recent report noted that in the 2011-2016 dataset BLL for preschoolers had fallen to 0.8. Given the conservative estimate of a 100 slope (delta Crime/delta BLL), this should bring us down to ~250 crime rate. It is predicted that over the next decade that this will fall further to ~0.60. The crime rate at 0 BLL might reach as low as~150. That would be more than 95% reduction from 3500. The slope of 100 is probably understates the benefit. In Japan they started deleading a decade or more than other nations and now have a crime rate that is close to 0. Lead explains almost all crime. There is no need for anything else.
I think you should cherish your break-in story as it appears that we are moving to a post-crime society. The irony is that now we immigrants arrive with blood lead levels probably not that much different from those that existed in developed nations in the 1980s and exhibit the behavior of lead neuropathology, there is an intense backlash. One way around this problem might be for immigration to select migrants who have yet to have children in their developing nation which is probably highly contaminated with lead. A highly divided society could develop if this were overlooked. Developed nations might develop minimal tolerance for any criminal behavior as crime rates move to essentially to zero. Asian nations have responded to near non-existent crime with such isolationism.
I think that you should write the lead story up as a blog post. Lead potentially could explain much of the outline of the 20th century. The history that we have now is based merely on consequences and not on the cause.
The rise of conservatism during the 1980s can be re-understood simply as society buckling under the enormous stress of endless demand for scarce resources. Modern, capitalist government was never imagined as providing mass scale social services for ~3% of the youth, criminal detention for large number of adults etc. Basically, the plan was that once a week they would pick up the trash, and maybe once a year send the automated street sweeping machine. That’s about it. What happened during the 1980s was well beyond anything seen probably ever.
Another interesting feature of the lead story is that there is a male/female angle. Women do not seem to be affected by lead neuropathology in the same way as men. Men develop damage in their their prefrontal cortex and then have impulse control problems. An important implication of lead reduction is that this male/female divide might disappear.

Lead also serves as a reminder for one and all of what the Singularity could be like. Lead is offering us a future with possibly ~100% less crime. Clearly with genetic selection we would not need to wait. Genetic selection would allow us to uplift IQ by 3 (probably more) points per generation for generations. We could see 100% reductions in problems every generation forever. People might be queasy about eugenics, though lead shows us the very tangible benefits that result when cognitive functioning is enhanced by ~5-10 IQ points. What’s not to like? Lead is a wakeup call for the Singularity that is now on the horizon.

I thought that you might be interested in some of the recent discussion on thread about lead and US crime rates. Lead apparently can explain at least 95% of 1980s crime. Crime has often been linked to IQ, yet now it appears that this linkage is through lead. This has substantial sociopolitical implications. Crime might essentially disappear over the next generation and its association with certain subpopulations might fade.
And yet people believe that crime rates we’re far higher in medieval and early modern times, with a reduction in the last couple of centuries. Yet lead emissions, in the form resulting from adding tetra-ethyl lead to petrol, are less than a century old.
The basic outline appears to recur in several nations. This is the UK youth crime data. pdf page 10 shows how the UK long term decline appears to start ~2010. This is as expected as the UK did not adopt lead free gas until ~2000. The US was a few years earlier. The UK has had a largish decline over ~7 years (up until 2016). This decline could be expected to continue for possibly another 10 years. It would be helpful if BLLs were provided to observe the relation with crime. It is also of interest that the remaining youth crime is now weighting more to violent crime. It is possible that much property crime truly is an act of impulse. Simply preventing prefrontal cortical damage could prevent these impulse crimes. Yet, violent crime might require a more complex pattern of cognition that could be more resistant to decline than property crime. In some of the datasets violent youth crime has increased from ~20% to ~50% of total crime over the last 10-20 years.

Yes, medieval rates much higher than now, but English rates came down quickly in later medieval period, probably because of prosperity and increasing recourse to effective common law.
So if the English data were plotted over the course of five or six centuries the correlation might look less convincing? How to get lead-in-people data from then?
(i) The Greenland ice pack is said to show clear evidence of the rise and fall of industry as Rome rose and fell. Could subsequent data be used as proxy for English air?
(ii) Wood: do trees absorb lead? There’s huge amounts of wood in old English buildings, and the tree rings let you date the wood with great precision.
(iii) Old mud in ponds and fens? Old peat on the moors? Old bones in cemeteries, plague pits, and so on?
The latter is pretty direct evidence about humans affected by pollution.
Now we can move back before the time of leaded gas.

This could offer explanation for the large scale conflicts of the 20th Century.

You should consider the implications of the dramatic declines in US Property Crime Arrest Rates due to lower blood lead levels over the last few decades. This is an idea that changes everything. A future more highly functioning society now appears inevitable.
Churchill is not actually Anglo Saxon. I forget what origins. The Cromwell’s were Welsh descent, same as the Tudor dynasty. Drake sounds French. The other names you mentioned were either scientists or in the entertainment industry. I once curiously checked the surnames of British Prime Ministers. Not an Anglo Saxon surname among them. Except for Johnson, always called Boris, and Thatcher, maiden name Scottish Robertson. Anglo Saxon authors were very hostile to the contemporary Normans. At best they considered it as punishment from God.
Before you proffer such opinions you should read some British history perhaps even having a look at what DNA studies show about origins. You would learn the the Normans invaded several hundred years after Alfred’s reign and you might learn about deudalism as it was shaped under the Normans, hardly, if at all, by the Anvlo-Saxons.
